Calls for input – 2024 report of the Special Rapporteur on the situation of human rights in Belarus to the General Assembly

Purpose: This thematic report will examine how the engagement of the Republic of Belarus with United Nations and regional human rights mechanisms, bodies and mandates, including the mandate of the Special Rapporteur, has evolved over years. The report will seek to establish a correlation between the level of cooperation of Belarusian authorities with the international human rights system and the human rights situation in the country. The report is not constrained by any specific time frame.

Background:

The mandate of the Special Rapporteur on the situation of human rights in Belarus was established in 2012 by the Human Rights Council’s resolution 20/13 and has since then been renewed annually. The Council’s resolution 53/19, adopted on 13 July 2023, requests the Special Rapporteur to submit a report on the situation of human rights in Belarus to the General Assembly at its seventy-ninth session (September 2024). The upcoming report will be the last report presented by Ms. Anaïs Marin in her capacity as the Special Rapporteur on the situation of human rights in Belarus, a position she has occupied since 1 November 2018.

Key questions and types of input sought:

The Special Rapporteur invites all interested stakeholders to provide input on the following questions:

  1. Qualitative and statistical data on the evolution of Belarus’s engagement on human rights-related issues with the United Nations and regional organizations (the Organization for Security and Co-operation in Europe, the Council of Europe);
  2. The impact of recommendations issued by United Nations and regional mechanisms, bodies and mandates on the human rights situation in Belarus;
  3. Cases of reprisals faced for cooperation with the international human rights system on issues related to human rights in Belarus;
  4. The value and limitations of the mandate of the Special Rapporteur and other constituents of the international human rights system as regards the human rights situation in Belarus.
Next Steps

Instructions to contributors:

All States, international and regional organisations, non-governmental organizations, national human rights institutions, human rights defenders, media, academics, victims of human rights violations, their relatives and witnesses of human rights violations are invited to share any relevant factual information, evidence and statistics pertaining to the above-mentioned questions.

When relevant and with the requisite safeguards, individual cases of alleged human rights abuses can be brought to the attention of the Special Rapporteur. The decision to include references to individual cases in the reports is made on the basis of the principles of ‘do no harm’ and informed consent.

Input can be submitted in .doc, .pdf and .xls format; contributors are encouraged to make reference to existing printed or online publications (.html) as well.
