Freedom of expression is a fundamental human right, enshrined in article 19 of the Universal Declaration of Human Rights. However, there are governments and individuals in positions of power around the globe that threaten this right. A number of freedoms fall under the category of freedom of expression. Freedom of the media is under attack in many places because of its essential role in ensuring transparency and accountability for public and governmental authorities. Other types of freedom of opinion and expression, including conscientious objection to military service, are also increasingly under pressure.

Our work

UN Human Rights works to promote and protect the right to freedom of opinion and expression. This includes media freedom, and other rights of journalists and media workers, as well as the right to conscientious objection to military service. In addition, we also work to implement the Rabat Plan of Action, which aims to counter advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence, without encroaching on the right to freedom of speech.

Who else is involved

Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression

The Special Rapporteur is an independent expert appointed by the UN Human Rights Council. The mandate is tasked with gathering information about violations of the right to freedom of opinion and expression, and recommending ways to better promote and protect these rights.
