Follow-up report on the application of the technical guidance on the application of a human rights-based approach to the implementation of policies and programmes to reduce preventable maternal mortality and morbidity (2018)
Pursuant to Human Rights Council resolution 27/11, the Office of the High Commissioner for Human Rights (OHCHR) prepared a follow-up report on applying technical guidance and a human rights-based approach when it comes to implementing policies and programmes to reduce preventable maternal mortality and morbidity.
The report highlights initiatives related to the application of the technical guidance in this regard. The report also offers observations on applying a human rights-based approach to reduce preventable maternal mortality and morbidity in humanitarian settings. As the majority of preventable maternal deaths have occurred in settings of conflict, natural disasters and displacement, there was a need to further consider how a rights-based approach would contribute to humanitarian efforts. The present report takes a first step in that direction.

Methodology
To prepare this report, UN Human Rights invited to all UN Member States, UN agencies and funds, regional organizations, national human rights institutions, non-governmental organizations, independent experts of human rights treaty bodies, Human Rights Council special procedures, and other relevant stakeholders to submit information on how their Governments or organizations have disseminated and applied the technical guidance.
