On 26 April 2023, the United Nations Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism, Fionnuala Ní Aoláin, participated at the Arria Formula Meeting on “Enhancing the capacities of Member States to ensure a gender-responsive approach to counter-terrorism”. On this occasion, the Special Rapporteur (see minutes 2:15:03 - 2:28:53) discussed how to address gender mainstreaming and women’s rights in efforts to prevent and counter-terrorism.


Addressing the Impacts of Counter-Terrorism on Civil Society
This short film highlights the impact of counter-terrorism measures on civil society across the globe. The short film was released by Fionnuala D. Ní Aoláin, the United Nations Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism. It was presented during the Civil Society Workshop on Enhancing Civil Society Leadership & the Promotion and Protection of Human Rights in Counter-Terrorism in advance of the United Nations High-Level Conference on Human Rights, Civil Society, and Counter-Terrorism in Málaga, Spain, 2022. Defending Human Rights while Countering Terrorism

This video provides a snapshot of the ongoing work and priorities of Fionnuala Ní Aoláin in her capacity as the United Nations Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism. The Special Rapporteur is dedicated to providing support, technical assistance, and expertise to States, UN entities, civil society, and other relevant stakeholders. The mandate was created in the aftermath of the counter-terrorism responses to the terrorist attacks of 11 September 2001 and recognizes the growth of national, regional, and global counter-terrorism measures and the potential negative impact of such measures on human rights and fundamental freedoms.
