任意拘留：联合国专家组将对20个国家的20个案件进行讨论

日内瓦(2013年4月26日）- 联合国任意拘留问题工作组*将于2013年4月29日至5月3日对20个国家的20个机密案件进行讨论。工作组还将审议包括国家来文在内的案件相关信息。

在第66届会议期间，人权问题专家组还将与来自各国和民间社会组织的代表会面，就与剥夺自由相关的多个问题展开讨论。

工作组负责人埃尔·哈吉•马利克•索乌表示：“我们还将继续进行关于《被剥夺自由的人向法院提起质疑拘留合法性的诉讼的权利》的基本原则和指导方针草案的准备工作。”

2012年7月，人权理事会指派专家组起草一份旨在协助成员国履行其避免任意剥夺自由的义务的基本原则和指导方针。一份包含这些基本原则和指导方案的报告将于2015年提交人权理事会。

任意拘留问题工作组在去年通过了涉及37个国家198人的69份意见。工作组向44个国家政府发送了涉及606人（包括56名妇女）的104份紧急呼吁。根据政府和其他消息来源的报道，其中21人已获释，对于其他案件，工作组也已收到被拘留者会受到公正审判的保证。

The Working Group was established by the former Commission on Human Rights in 1991 to investigate instances of alleged arbitrary deprivation of liberty. Its mandate was clarified and extended by the Commission to cover the issue of administrative custody of asylum-seekers and immigrants. In 2010, the Human Rights Council confirmed the scope of the Working Group's mandate and extended it for a further three-year period.
