Call for submissions
OHCHR invites individuals, groups and organizations to submit information and documentation relevant to the mandate of the examination of the human rights situation in Belarus.
OHCHR is interested in receiving information related to all alleged human rights violations committed in Belarus since 1 May 2020, including the possible gender dimensions of such violations.
While the last day for all submissions is 30 November 2023, it is highly recommended to send submissions as early as possible, in order to provide sufficient time for the secretariat to process the information, including any follow-up if necessary.
OHCHR suggests that individuals, groups and organizations use the template below to submit relevant information and documentation (see template in English | русский).
OHCHR places utmost importance to the protection of sources, notably concerning the respect for confidentiality and the ‘do no harm’ principle (not to jeopardize the life, safety, freedom and well-being of victims, witnesses and other cooperating persons). Revealing the identity of cooperating persons and the use of the information provided by them will be strictly subject to their informed consent.
In order to preserve the security and confidentiality of the information submitted, it is recommended to submit it through the secure cloud created by OHCHR for this purpose. Please upload the template to the cloud, along with any relevant attachments.
Should you have any questions, please contact the secretariat at ohchr-oeb@un.org. If possible, and especially when confidential information is to be shared by email, it is recommended to use secured email channels (e.g. using tutanota, hushmail or virtru or other encrypted emails).
Please note that individual acknowledgements of receipt of information will not be sent to the author(s). It should be noted that not all information provided will necessarily be reflected in public reports. In particular, cases alleging violations falling outside the mandate will not be considered.
