Background

The present report is being submitted pursuant to General Assembly resolution 74/165 of 18 December 2019, entitled “Effective promotion of the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities”. The period covered by the present report has included the momentous impacts of the coronavirus disease (COVID-19) pandemic, which has disproportionately affected minorities and continues to expose deeply rooted structural discrimination, triggering increased attention to minorities and their rights under international human rights law. It recommends, inter alia, that Member States commit to collecting and analyzing comprehensive disaggregated data in order to tailor legislation, policies and programmes to better protect minority rights.
